It's sometimes difficult to remember that not everyone on this planet loves dogs. Some pups are super-friendly and want to interact with every stranger at the park, and some others are aggressive and start barking constantly when they spot other people.
Knowing how to navigate human encounters should be the goal of every dog owner. Some dog breeds naturally love people and will attempt to greet every single one of them unless their owner trained them not to.
Dogs shouldn't be taken off-leash in open areas and need to be able to react properly when called. You need to have an understanding with your dog that some things are off-limits.
Pets should also not get too close to people considering how they might contract easily transmittable diseases such as Covid-19. It's better to be safe and take extra steps to ensure your pet's safety.

Well, what do you think about this problem? OP took all the necessary precautions to make sure that the dog owner had enough personal space.
